In my experience they are, although this assertion is extremely anecdotal and lacking in any statistical or scientific rigour. It is based primarily on my experience of diving with tiger sharks on Aliwal Shoal, where these animals appear to pay more intimate attention to divers wearing bright neon yellow or green fins.
If you want to play it safe, I would recommend diving in as neutral colours as possible, such as blacks and grays.
